Highly precise detection of occurrence of an abnormality in an out-of-service area is enabled. A serverincludes an area identification unitA identifying an out-of-service area in which communication with an information communication deviceis disabled, a determination unitB determining whether the information communication deviceenters the out-of-service area or not by using the position information of the information communication device, a computation unitC calculating an expected stay time in which the information communication devicestays in the out-of-service area, and a notification control unitD executing notification processing for notifying predetermined information to a notification destination if it is determined that the information communication deviceenters the out-of-service area and when an elapsed time from a time when communication with the information communication deviceis disabled exceeds the expected stay time.
