Abstract
To reproduce and measure a network load that occurs suddenly. A quality measurement deviceincludes a load analysis unitwhich analyzes a load of a measurement target network, a reference load acquisition unitwhich acquires reference load dataincluding a load of a reference network, a test condition determination unitwhich determines, based on a load at a reference point of the reference network, a load to be added to a measurement point of the measurement target networkcorresponding to the reference point, and a test traffic generation unitwhich gives traffic corresponding to the load that is determined to the measurement point.
