Abstract
Disclosed are a heat dissipation device () and a lighting device (). The heat dissipation device () comprises a substrate (), a plurality of fins () and at least one airflow generating device (), wherein the plurality of fins () are arranged on the substrate () at certain intervals and are connected to the substrate (); and the at least one airflow generating device () is arranged at the ends of the plurality of fins () away from the substrate (), and an airflow generated by the airflow generating device () flows through at least some gaps of the plurality of fins () in the direction of the substrate () and is jointly guided by the substrate () and the plurality of fins () to be diffused.
