Abstract
A central unit () holds a plurality of parameters for controlling radio communication. A distributed unit () also holds a plurality of parameters for controlling the radio communication. A radio base station manages the parameters to be held by the central unit () and the distributed unit (). The radio base station causes a coordination necessary parameter, which is a parameter for which a coordination is necessary between the plurality of the parameters, to be held in only one of the central unit () and the distributed unit ().
