A dielectric loss when a signal wave is transmitted between a feed line and an antenna element via a slot is reduced. An antennaincludes: a dielectric substrateincluding a recess; a conductive ground layerthat is bonded to the dielectric substrateto cover the recess, and includes slots-arranged on an inner side relative to the recess; a dielectric layerbonded to the conductive ground layeron a side opposite to the dielectric substraterelative to the conductive ground layer; antenna elements-formed on a bottomof the recessat positions facing the slots-; and a feed linethat is formed on a side opposite to the conductive ground layerrelative to the dielectric layer, and is to be electromagnetically coupled to the antenna elements-via the slots-
