Abstract
Provided are a device and method for a user equipment side and a base station side in wireless communication. The device () for a user equipment side comprises: an information acquisition unit (), configured to obtain cell special dynamic offset information for wireless resource management of a serving cell and/or adjacent cell of a user equipment, wherein cell special dynamic offset relates to a transmission capacity of a corresponding cell, and the transmission capacity comprises at least one of cell multi-antenna transmission performance gain and a load condition; a measurement unit (), configured to measure a reference signal of the serving cell and the adjacent cell; and a cell reselection/measurement reporting unit (), configured to perform cell reselection or measurement reporting based on the cell special dynamic offset and a measurement result for the serving cell and the adjacent cell according to a connection state of the user equipment.
