A manufacturing method includes: cutting out a sheet-like beltby cutting a master rollbetween a master roll tableand a belt table; moving the belt tablecarrying the cut-out sheet-like beltto a winding position of the sheet-like belt; and winding the sheet-like beltaround a winding cylinderat the winding position.
