An electrode catalyst for fuel cells that can inhibit an increase in gas diffusion resistance includes a carbon material having a ratio of a peak intensity Iderived from an amorphous structure to a peak intensity Iderived from a graphite structure in an X-ray diffraction spectrum (ratio I/I) of 0.90 or less as a catalyst-supporting carrier.
