In a rotating machine, a tip shroud of a rotor blade includes a plurality of shroud outer peripheral surfaces which are provided such that radial positions of the shroud outer peripheral surfaces are located stepwise radially outward from an upstream side toward a downstream side, and a step portion which connects adjacent shroud outer peripheral surfaces to each other.
