Abstract

The present invention addresses the problems of reduction of an operation guaranteed period and an operation failure of an entire system caused by the reduction of the operation guaranteed period or an operation stop of a specific device. The present invention includes a control unit that controls transmission of a triggering message to a terminal based on at least one of an identifier included in the triggering message for triggering the terminal and used to identify the terminal, and an identifier for identifying a group to which the terminal belongs.
