Abstract

An SCEF entity capable of reducing the number of messages between a control node such as an MME and an SCEF is provided. An SCEF entity () according to the present invention includes a storage unit () that buffers Non-IP data not delivered to a communication terminal () through a control node (), and a control unit () that, upon receiving a control message sent from the control node () in response to a communication event that has occurred in the communication terminal (), sends Non-IP data buffered in the storage unit () to the control node () without waiting for transmission of an indication message from the control node (), the indication message explicitly indicating that Non-IP data is deliverable to the communication terminal ().
