The invention relates to an insulation element () with low electrical conductivity for the electrical insulation of an electrotechnical component in the high voltage range. The insulation element () comprises artificial fibres () and electrically conductive particles () having an electrically non-conductive core () and an electrically conductive or semi-conductive cladding () surrounding the core (). Moreover, the insulation element () comprises a cationic polymer ().
