The present invention provides a steam turbine blade and a steam turbine capable of further improving efficiency. A steam turbine blade includes a proximal end portion Twhich is formed in a blade shape having an intermediate reaction degree, an intermediate portion Twhich is formed in a blade shape having a low reaction degree; and a distal end portion Twhich is formed in a blade shape having a high reaction degree.
