Abstract
According to the present invention, a water region detecting unit () detects, in a determination target region set in an input image captured of a river, a water region covered by water. An area ratio calculating unit () calculates the ratio of the area of the water region to the area of the determination target region. A risk level determining unit () calculates the level of flooding risk of the river on the basis of the calculated ratio.
