Abstract

The present disclosure aims to provide a base station, a radio relay station, a communication method, and a program capable of preventing communication from being unavailable when the base station is brought into a high load condition. A base station () configured to communicate with a communication terminal () through a radio relay station (), the base station () including: a control unit () configured to detect whether the own apparatus is in an overload condition exceeding a predetermined load; and a communication unit () configured to transmit, in order to cause the radio relay station () to connect to another base station that is not in an overload condition, information about the other base station to the radio relay station () when the control unit () detects that the own apparatus is in an overload condition.
