Abstract

The present invention is to enable setting of an appropriate subordinate cell or subordinate base station according to quality of a wireless communication service applied to a terminal or a type of a terminal. The terminal () is connected to a wireless communication network via a base station (A), and when the base station (A) sets another base station (B orC) as the subordinate cell or the subordinate base station, the base station (A) selects the subordinate cell or the subordinate base station from among either (a) candidates according to QoS (Quality of Service) applied to the terminal or (b) candidates according to the type of the terminal.
