Abstract
A terminal device may determine that the terminal device camps on a first cell and is located within a coverage area of a second cell. The terminal device determines that no data service has been received within a preset-duration. The terminal device further determines that a radio resource control (RRC) connection is not released when no data service is received within the preset duration. The terminal device performs a hand over from the first cell to the second cell upon determining that the RRC connection is not released.
