Abstract
[Problem] To enable priority communication using a terminal device by setting a particular mode in the terminal device by user operation and thereby increasing a priority of the terminal device. [Solution] A server as a relay device, in forming a new session, compares the priority of an existing session with the priority of the new session, and, if the priority of the new session is higher than the priority of the existing session, removes a competing terminal device participating in the existing session from the existing session and makes the competing terminal device participate in the new session. Further, upon reception of a specific calling voice signal specifying the terminal device participating in the existing session as a communication partner from the terminal device set to a particular mode, the relaying device removes the terminal device participating in the existing session from the existing session and makes the terminal device participate in a session to be formed by the specific calling voice signal regardless of the priority of the session.
