Provided is, for example, a communication prediction apparatus that can predict, with a higher degree of precision, communication to be performed by an object terminal even when a communication trend changes with changes in the state of the object terminal. A communication prediction apparatusis provided with: a communication monitoring unitthat monitors communication performed between an information processing terminaland an application server; a terminal-state determination unitthat determines a terminal state of the information processing terminal; and a communication prediction unitthat predicts communication to be performed by the information processing terminalin a period from a point in time of interest to a point in time at which a predetermined time has elapsed.
