Abstract

A base station for offloading communication traffic includes: first means for receiving from a communication terminal a message requesting a connection with a wireless network; and second means for determining whether or not a connection between a base station which has received the message from the communication terminal and the communication terminal is possible based on a terminal attribute identified by the message.
