Abstract

This invention provides a technique of efficiently encoding image data while especially suppressing a decrease in resolution caused by a difference in illuminance. An encoding apparatus includes a transforming unit which performs discrete wavelet transform for image data to be encoded up to preset decomposition level n (n≥2) to generate a plurality of sub-bands, a quantizing unit which quantizes coefficient data in the sub-bands of the respective decomposition levels, and an encoding unit which encodes the coefficient data. The quantizing unit quantizes each sub-band of decomposition level n based on a quantization parameter set for each sub-band, and quantizes each sub-band of decomposition level n−1 or less based on a quantization parameter set for each sub-band and a weighting coefficient dependent on coefficient data of a sub-band LL of decomposition level n.
