Abstract
To provide a seat belt retractor and a seat belt apparatus in which contact between a locking base and a base frame can be suppressed. A seat belt retractor includes a spoolthat retracts a webbing restraining an occupant, a base framethat accommodates the spoolwhile allowing the spoolto rotate, and a lock mechanismregulating rotation of the spool. The lock mechanismincludes a locking basedisposed at an end portion of the spool, an openingthat is formed in the base frameand allows the locking baseto be inserted therethrough, engagement teethformed at an inner edge of the opening, and a pawlthat is disposed radially outwardly movable relative to the locking baseand engageable with the engagement teeth.
