An article having a hydrophilic surface of a material, including a base material having a surface; and a siloxane oligomer represented by Chemical Formula 1 chemically affixed to the surface of the base material wherein the organosiloxane coating comprises a reaction product of a siloxane oligomer represented by Chemical Formula 1 or a polysiloxane derived therefrom, with a phosphonic acid compound represented by Chemical Formula 2:
