The first arm () includes a first restricting portion () that comes into contact with a winding direction front side of a reinforcement member () provided to the profile strip () forming the formed pipe member () via the profile strip (). The second arm () includes a second restricting portion () that comes into contact with a side of the reinforcement member () provided to the profile strip () forming the formed pipe member () opposite to the side to be in contact with the first restricting portion (), via the profile strip ().
