Abstract
Even when a terminal goes out of a macro cell, data communication in the small cell can be caused to continue while the mobile management in a macro cell is continued. When a first determination unit () determines that a terminal exists outside the cell of a base station (), an existence recognition packet transmission/reception unit () transmits a recognition packet, which is used for recognition, to the terminal via a small cell, and thereafter receives a response to the recognition packet from the terminal via the small cell. When a second determination unit () determines, because of the reception of the response, that the terminal exits inside the cell of the base station (), a radio resource control unit () causes the connection of the control plane between the terminal and the base station () to continue.
