To improve the user's convenience related to non-contact operation. An on-vehicle deviceincludes a control section that is configured to detect non-contact operation, and is configured, in a first mode, to analyze the detected non-contact operation and determine, on the basis of a first rule, whether or not the non-contact operation is an effective operation, and in a second mode, to analyze the detected non-contact operation and determine, on the basis of a second rule, whether or not the non-contact operation is an effective operation.
