An inter-flap spacebetween an outside flapand an inside flapof a filler pipeis placed in communication with the inside of a fuel tankusing a communication pipeand an open and close valveis provided to the communication pipeFurther provided are a pressure reduction pumpthat depressurizes the fuel tankan internal tank pressure sensorthat detects an internal tank pressure of the fuel tankand a controller that controls opening and closing of the open and close valveand driving of the pressure reduction pumpand that determines an outside flap seal state of the outside flapbased on the internal tank pressure.
