An NC program generating and editing apparatusincludes an interactive input module, a first memory, an NC program generator, a second memory, a program editor, a change checkerand a data updater. The change checkerdetermines whether a changed portion of an edited NC program consists of only a change related to a preset NC code, and when the changed portion consists of only a change related to the NC code, corresponding basic data is updated by the data updater
