Embodiments of this application provide an access method and a device, and relate to the field of communication technologies. A terminal device obtains a transmission parameter between the terminal device and an access network device; and the terminal device accesses the access network device when determining, based on the transmission parameter and reference information, that a preset condition is satisfied. The reference information includes a threshold corresponding to the transmission parameter. Embodiments of this application are used for communication access.

In an implementation, a method includes obtaining reference information, and in response to determining that a first parameter and the reference information satisfies a preset condition, selecting a primary frequency domain resource or a non-primary frequency domain resource based on a first probability corresponding to the primary frequency domain resource and a second probability corresponding to the non-primary frequency domain resource.

Random access resource selection method and related apparatus

This application relates to a measurement method and an apparatus. If determining that a terminal device meets a first measurement reporting condition, the terminal device sends first information to a network device. After receiving the first information, the network device sends second information to the terminal device, and the terminal device receives the second information from the network device, where the second information indicates to enter a relaxed measurement state of a serving cell. For such a terminal device, frequent measurement of the serving cell is equivalent to an unnecessary measurement process, and causes high power consumption. Therefore, the network device may indicate such a terminal device to enter the relaxed measurement state of the serving cell.

The terminal device obtains the first time information of the second network device based on the first information.
