In this solution, a network device can configure a control channel resource for the first terminal device and a second terminal device, and the first terminal device and the second terminal device belong to different types of terminal devices, so that communication reliability of the first terminal device can be ensured without affecting a communication resource of the second terminal device.

In one example method, a first communications device receives control information sent by a second communications device, where the control information is used to schedule a plurality of transport blocks (TBs). The first communications device determines a first value, where the first value is associated with one or more of a frequency hopping configuration parameter, a redundancy version (RV) change parameter, an interleaving gap parameter, and a quantity of transport blocks.
