The invention provides a mobile communication system, a network node, and a mobile communication method, which can cause user equipment of a particular type to attach to a dedicated network regardless of whether or not the user equipment supports a low access priority indicator (LAPI). An MME () acquires subscriber information on UE () from an HSS () based on an attachment request from the UE () forwarded by an eNB (), the subscriber information including availability for the UE () to use the dedicated network, and sends the eNB () a selection instruction to select the dedicated network based on the acquired subscriber information. When the eNB () receives the selection instruction from the MME (), the eNB () determines a dedicated MME (D) constituting the dedicated network, and transmits the attachment request from the UE () to the determined dedicated MME (D).

A P-CSCF () includes a terminating call processing unit () which receives SIP INVITE from an S-CSCF. The SIP INVITE includes an identifier of UE, and is relayed in response to acceptance of a terminating call to the UE. The P-CSCF () further includes: a restoration execution unit () which executes restoration of a subscriber profile linked with the UE based on reception of the SIP INVITE; and an address holding unit () which holds an address of a PCRF included in a response received from a DRA along with the execution of the restoration. The restoration execution unit reestablishes a session between the UE and the PCRF based on the held address of the PCRF, and causes the UE to execute re-registration with an IP multimedia subsystem.

To eliminate the problems when a handover by a mobile station UE over a radio base station eNodeB is performed during a positioning process of the mobile station UE. A mobile management node MME according to the present invention is configured to transmit a transfer signal 'S1-AP Downlink NAS Transport' including an LPP signal received from a positioning calculation node E-SMLC and the identification information of the E-SMLC to a radio base station eNodeB, and when a transmission failure reason included in a transmission failure notification signal 'S1-AP NON DELIVERY INDICATION' received from the radio base station eNodeB indicates a positioning failure, the mobile management node MME transmits the transmission failure reason and the LPP signal included in the transmission failure notification signal &#x201c;S1-AP NON DELIVERY INDICATION&#x201d; to the positioning calculation node E-SMLC identified by the identification information of the E-SMLC included in the transmission failure notification signal.
