Embodiments of this application provide a configuration information obtaining method and an apparatus, which may be applied to a scenario in which a terminal device obtains an RNTI. The terminal device may be in RRC inactive mode. The method may include: obtaining a cell identifier, and obtaining first configuration information based on the cell identifier, where there is a correspondence between the cell identifier and the first configuration information, and the first configuration information is used to configure an RNTI; and performing one or more of the following operations based on the first configuration information: receiving downlink control information, receiving downlink data, sending uplink control information, or sending uplink data.

A network device sends downlink control information to a first terminal device. The downlink control information includes: time domain resource information, where the time domain resource is a time domain resource on which a first data channel is located; and frequency domain resource information, where the frequency domain resources are a frequency domain resource on which the first data channel is located and a frequency domain resource on which a second data channel is located. The second data channel is located on a time domain resource different from the time domain resource on which the first data channel is located. In accordance with example embodiments of the invention there is at least a method, device, and computer readable medium for determining a Timing Advance. A method includes, the network device determines an estimation of a timing advance and an error of the timing advance based on a random access preamble received from the terminal device, the network device determines different communication modes with different lengths of overheads for the terminal device based on the error, and the network device can update the estimation of the timing advance based on feedback information from the terminal device. The method comprises allocating to UE an uplink control channel resource for report of HARQ acknowledgment information related to downlink data transmission on an unlicensed carrier. The method also comprises obtaining feedback of the HARQ acknowledgment information from the UE within a predefined deferral window. The predefined deferral window specifies a minimum delay and a maximum delay for report of the HARQ acknowledgment information. In addition, the embodiments of the present disclosure may not only be for LAA scenarios, but also may be extended to standalone LAA access scenarios on unlicensed carriers.
