A service level agreement (SLA) system is provided for multi-tenant cloud computing to enable provisioning of computing instances for tenants with a networking SLA. A networking SLA may specify a bandwidth requirement, for example, between instances to be scheduled for a tenant in a datacenter. The SLA system evaluates nodes in the datacenter based on a remaining capacity of links associated with nodes implementing the networking SLA. A modular system is provided to enable integration of the SLA system into existing cloud computing infrastructures. The cloud management system may query the SLA system to determine nodes in the datacenter capable of meeting a networking SLA. The list may be ordered to indicate nodes having better capacity to fulfill the networking SLA. The cloud management system can utilize the ordered list of nodes in scheduling instance deployments for tenant requests.

A memory stores instructions and forms a first and second set of virtual queues to store the plurality of packets. Disclosed are a method, device and system for switching under a bearer separation scenario, which solve the problem that there are no specific implementation solutions when a UE switches among macro eNBs or processing solutions of data transmission during the switching process, aiming at the bearer separation scenario in the existing protocol. The method of the embodiments of the present application comprises: after a source macro eNB determines that there is a need for performing a switching process of a UE, sending a switching request to each spare target macro eNB, the switching request carrying information for indicating that the UE is in a bearer-separated state and information about the local node where the UE is currently located, and/or the bearer information about the UE which is currently on the local node; and selecting a target macro eNB to switch to for the UE from the spare target macro eNBs which return switching request responses, sending the switching commands carried in the switching request responses returned from the switch target macro eNB to the UE, stopping sending data to the UE and stopping receiving data sent from the UE.

The method comprises: a User Equipment (UE) reports capability indication information to a network side device in order to indicate whether the UE supports a dynamic Time Division Duplex (TDD) uplink/downlink configuration; and if the dynamic TDD uplink/downlink configuration is supported, when a TDD uplink/downlink configuration indication is received, one is selected from the indicated TDD uplink/downlink configuration and the currently used TDD uplink/downlink configuration, and a transmission direction of each sub-frame is determined according to the selected TDD uplink/downlink configuration. The method can address the problem that the transmission direction of sub-frames can not be determined in the scenario.
