A moving region information calculation unit calculates moving region information from a global motion vector and a local motion vector. An image correction unit generates a corrected reference image obtained by correcting a reference image based on the global motion vector and a corrected reference image obtained by correcting the reference image based on the local motion vector. A moving image encoding apparatus which has a similar function to noise elimination by a pre-processing filter without requiring a large amount of calculation and a large apparatus scale. A quantization circuit performs quantization with a quantization step size of a characteristic different from that of a quantization step size which is used by a dequantization circuit and an encoding circuit to eliminate coding of noise components mixed in an input image. An encoding control circuit controls the noise elimination characteristic of the quantization circuit with a noise elimination parameter based on an output of a moving/still discrimination circuit and stored contents of a transmission buffer.

A moving image coding apparatus includes a coding section, an intraframe filter circuit, and a selector. The coding section predicts a pixel block in a current frame from a preceding frame by a motion compensation scheme, and performs orthogonal transformation and quantization for a predicted error, thereby coding the predicted error. The intraframe filter circuit performs intraframe filtering for each pixel of an input frame. The selector adaptively determines and sets the filter characteristic of the intraframe filter circuit on the basis of a pixel of the input frame and a corresponding pixel of a predicted image or adaptively selects an output from the intraframe filter circuit having an optimal filter characteristic.

In a motion estimating system, the sum of square values of picture element values of a current block is calculated in a current block square sum calculator and stored in a storage unit. The inner product between the current block and each of some or all of reference blocks in a reference area is multiplied by -2 every reference block, and stored in a memory. Further, the sum of square values of picture elements of some or all of the reference blocks in the reference area is calculated every reference block, and stored a memory. The square sum value of the current block, the product value of -2 and the inner product between the current block and the reference block which corresponds to a motion vector to be searched, and the square sum value of the reference block are added in an adder to set the addition result as an error power value. Finally, the minimum value of the error power is detected to estimate the optimum motion vector.
