An in-vehicle device includes a housing, one or more coolers, and one or more turbulence generating members. The housing is attachable to a railway vehicle and accommodates an electronic component that generates heat. The one or more coolers are attached to and located outside the housing, with the one or more coolers thermally connected to the electronic component, to dissipate heat transferred from the electronic component to passing air occurring when the railway vehicle travels. The one or more turbulence generating members are located on a flow path of the passing air to cause turbulence by partly interrupting a flow of the passing air flowing to the at least one cooler.

An orchestrating apparatus, comprising: a receiving part that receives virtual resource information attached to a VNF (Virtualized Network Function) from a VNFM (Virtualized Network Function Manager) that generated the VNF; a storage part that stores the virtual resource information in correspondence with the VNF; and a synchronizing part that transmits the virtual resource information corresponding to a designated VNF to a VNFM that has lost correspondence between the VNF and the virtual resource information, and causes the VNFM to restore the virtual resource information assigned to the VNF.

A network function virtualization management and orchestration apparatus includes a VIM(s) and an upper entity(ies) of the VIM(s). The VIM(s) performs resource management and control of an NFVI(s) that provides an execution infrastructure(s) for a VNF(s) implemented and virtualized by software that operates on a virtual machine(s). The upper entity(ies) collects resource information about the NFVI(s) from the VIM(s) and determines a virtual machine allocation destination(s) based on the collected resource information about the NFVI(s). The VIM(s) generates a virtual machine(s) at the determined virtual machine allocation destination(s).
