A power demand/supply management server () obtains information defining restraint contents to a comfort and an electricity bill from a consumer power operating device (). An individual-consumer control optimizing unit of the power demand/supply management server () calculates control contents to an electrical equipment having a minimum cost evaluation value based on a simulation result of cost evaluation values which are barometers for evaluating a comfort and an electricity bill excessiveness, and transmits the calculated control contents to the consumer power operating device (). Also, a whole-consumer optimizing unit of the power demand/supply management server () calculates the most appropriate electricity unit meter-charge that ensures a necessary demand suppression plan level throughout the whole power system based on an electricity daily load curve for each consumer.

An energy management system includes an equipment data management unit which manages charging/discharging loss of a battery and heat radiation loss of an electric water heater, and causes a control unit to perform control to give priority based on the comparison to the energy storage facility more reducing loss and store energy. A customer-dedicated energy management apparatus includes an air-conditioner partial-road characteristics identification unit for creating air-conditioning partial-road characteristics by using air-conditioning operation achievement data in the past, an intra-room heat-capacity characteristics identification unit for creating intra-room heat-capacity characteristics by using the air-conditioning operation achievement data in the past, and intra-room state value data, an air-conditioning setting temperature calculation unit for determining an air-conditioning setting temperature by using the air-conditioning partial-road characteristics and the intra-room heat-capacity characteristics, the setting temperature being appropriate for implementing an air-conditioning power-consumption-amount suppression target value determined, and an air-conditioner control unit for controlling an air conditioner so that the setting temperature determined will be implemented.
