The first external conductor is located between the first external electrode and the second external conductor. When at least one of the plurality of controllers malfunctions, control resources of normal controllers, among the plurality of controllers, which do not malfunction are preferentially distributed to one or more of the functional systems having a high priority according to the movement situation of the movable body at that time.
