A terminal device includes selection means for comparing a payment amount with a set amount read from a recording medium and for selecting between off-line processing and on-line processing, depending on a result of the comparison, off-line processing means for subtracting the payment amount from the set amount recorded in the recording medium and sending the payment amount to a server device; and on-line processing means for sending the payment amount to the server device and updating the set amount when having received an update value. A server device includes server processing means for receiving the payment amount from a terminal device and subtracting the payment amount from a balance of an account corresponding to the recording medium, and in a case of the on-line processing, sending the update value to the terminal device.

The validity/invalidity of a credit card, an IC card storing electronic money, or the like is appropriately determined based on a blacklist. A terminal device includes a list storage means and an invalidity recording means. The list storage means stores an identifier, validity information indicating validity or invalidity, and a blacklist that relates the identifier to an invalidity count specification value for a recording medium storing a set value. The invalidity recording means reads from the blacklist, the invalidity count specification value related to the identifier read from the recording medium, and compares the invalidity count specification value with the set value read from the recording medium. The invalidity recording means executes predetermined processing based on the validity information for the recording medium when the set value is equal to the invalidity count specification value.

Executing a process based on validity information indicating one of validity and invalidity

A settlement system includes a server device and a terminal device. The terminal device is configured to compare a payment amount with a set amount stored in a recording medium; if the payment amount is equal to or less than the set amount, perform an off-line process; and if the payment amount is larger than the set amount, perform an on-line process. In the off-line process, the terminal device rewrites the set amount stored in the recording medium by subtracting the payment amount from the set amount; and sends the payment amount to the server device for further processing. In the on-line process, the terminal device sends the payment amount to the server device; determines whether an update value is received from the server device; and when the update value is received, rewrites the set amount stored in the recording medium to be the update value.

A system for supporting construction of a server having a plurality of constraints determined depending on an application area of the server is disclosed. A service method definition section defines a value of each of the plurality of constraints by defining a value of each of a group of constraints to thereby determine a value of each of the other group of constraints which are related to at least one constraint of the group of constraints. A program generator generates a server construction program using the defined constraints. The server operates according to the server construction program received from the system.
