A cellular communication system is disclosed in which a base station operates a cell which has a supplementary uplink portion (e.g. on a different frequency and/or using a different technology). The base station broadcasts an offset for user equipment (UE) in its coverage area to assist the UE performing cell selection. Specifically, the UE determines, based on measurements for the cell, the offset, and capability of the UE to communicate using the supplementary uplink portion, whether the cell of the base station is an appropriate candidate for cell selection such that: if the UE is capable of communicating using the supplementary uplink portion then the UE performs cell (re)selection based on the offset; and if the UE is not capable of communicating using the supplementary uplink portion then the UE disregards the offset in its cell (re)selection.

Cell selection based on user capability

A system is disclosed in which an item of user equipment (UE) obtains a reference signal received power (RSRP) threshold value for transmitting a random access message (MsgA) comprising both a preamble part and a Physical Uplink Shared Channel (PUSCH) transmission part. The UE obtains information identifying at least one respective offset associated with at least one priority level, and determines a type of random access procedure (two-step or legacy random access procedure) to be performed based on an RSRP measured by the UE, the RSRP threshold value, and a priority level associated with the UE.

A communication system is described in which a communication apparatus configured provides a first communication path to a user communication device to using a first radio resource and another communication apparatus provides a second communication path to the user communication device to using a second radio resource, different from the first radio resource. A system is disclosed in which a user equipment (UE) performs small data transmissions in Radio Resource Control (RRC) Inactive state. The UE receives information configuring small data transmissions via a control-plane, and when there is uplink data to be sent as a small data transmission, the UE generates and transmits an RRC message comprising said small data transmission using a Signalling Radio Bearer (SRB) provided via a Common Control Channel (CCCH).
