Provided is an operating method of a homomorphic encryption arithmetic device, the operating method including receiving, from a client, a public key and an input identification value, generating an authenticator on the basis of a result of comparing an input identification value with a plurality of user identification values stored in a first database, obtaining a search result value by searching a second database on the basis of an input query, generating an arithmetic result value by performing an operation by using the search result value and the authenticator, and transmitting the arithmetic result value to the client.

The recryption parameter generating circuit is configured to generate a recryption parameter including a plurality of recryption levels respectively for a plurality of ciphertexts based on an arithmetic scenario including information about an arithmetic schedule between the plurality of ciphertexts. The recryption circuit is configured to generate a plurality of recrypted ciphertexts by recrypting each of the plurality of ciphertexts to a corresponding recryption level based on the recryption parameter. The arithmetic circuit is configured to output an arithmetic result by performing operations by using the plurality of recrypted ciphertexts, according to the arithmetic scenario.
