The present invention provides an electrode catalyst which has excellent catalytic activity, and which can contribute to reducing the cost of a polymer electrolyte fuel cell (PEFC). According to the present invention, an electrode catalyst includes a hollow carrier including nanopores having a pore size of 1 to 20 nm, and a plurality of catalyst particles. The catalyst particles are supported both inside and outside the nanopores of the carrier, and comprise (zero-valent) Pt, and when a particle size distribution analysis of the catalyst particles is carried out using a three-dimensional reconstructed image obtained by electron beam tomography measurement employing STEM, the conditions of formula (S1): 100×(N10/N20)≤8.0 are satisfied (in the formula, N10 is the number of noble metal particles not in contact with a pore having a pore size of 1 nm or more, and N20 is the number of catalyst particles supported inside the nanopores of the carrier).

An oceanographic information collection system includes an anchor arranged on a sea bottom, an intermediate buoy connected to the anchor and floating in a sea, a mooring cable connected at one end to the intermediate buoy and at another end to an observation buoy. The observation buoy includes a main body whose longitudinal direction is arranged in a flowing direction of an ocean current. A specific gravity adjuster is arranged in the main body and includes an expandable and shrinkable buoyancy bag, an antenna arranged on the main body and transfers data, and an observation unit arranged in the main body and acquires prescribed oceanographic information. The observation buoy floats upward by expanding the buoyancy bag of the specific gravity adjuster, and sinks by shrinking the buoyancy bag in order to stand by in the sea. The buoy can easily float, sink and stand by in the sea.

A clock information transmitting device coupled to a digital processing circuit which receives a transmission signal and generates a coded transmission signal includes a PLL circuit for generating a first signal and a sampling clock signal, both being synchronized with a synchronizing signal in the transmission signal. The sampling clock signal is used in the digital processing circuit. A clock information generating part counts pulses of a transmission clock signal and generates clock information indicating a number of pulses of a transmission clock signal in response to one of the synchronizing signal and the first signal generated by the PLL circuit. A multiplexer outputs a multiplexed signal including the clock information and the coded transmission signal to a transmission path.
