The present disclosure relates to an image processing device and method that enable suppression of an increase in the amount of coding of a quantization matrix. An image processing device of the present disclosure includes an up-conversion unit configured to up-convert a quantization matrix limited to a size less than or equal to a transmission size that is a maximum size allowed for transmission, from the transmission size to a size that is identical to a block size that is a processing unit of quantization or dequantization. The present disclosure is applicable to, for example, an image processing device for processing image data.

A scaling unit () (quantization processing unit) quantizes a coding target image divided into blocks. A coefficient determination unit () (coefficient change unit) changes a coefficient value in a specific frequency range among quantization coefficients corresponding to respective sub-blocks calculated by the scaling unit () by quantization. Thus, the image coding device () determines a final position of a coefficient just by counting the number of appearances of non-zero coefficients, and thus corrects the quantization coefficients without correcting coding distortion by iterative operation.

There is provided an image processing device and method capable of suppressing a decrease in subjective image quality. A size of a current block for a prediction process is set according to a size of a peripheral block situated on a periphery of the current block. The prediction process is to generate a predicted image of an image to be encoded. An intra prediction process is performed on the current block that has been set and the predicted image is generated. The image to be encoded is encoded using the predicted image that has been generated. The present disclosure can be applied to, for example, an image processing device, an image encoding device, or an image decoding device.

In a sample adaptive offset (SAO), the coding efficiency is improved by selecting an optimum mode among a plurality of modes based on a technique called a band offset and an edge offset. However, a processing amount of the SAO tends to increase when an optimum mode and an offset value are set, and this may result in an increase in a circuit size or power consumption. In this regard, the present disclosure proposes to enable reducing a processing amount of a cost calculation of the sample adaptive offset. According to the present disclosure, there is provided an image processing apparatus, including: a control unit configured to set an offset value to be applied to a pixel of an image, from among candidates of the offset value restricted according to a bit depth of the image; and a filter processing section configured to perform a filter process of applying the offset value set by the control unit to the pixel of the image.
