A base station includes a determination unit that determines whether user equipment performs radio communication through a booster, based on delay time of a signal transmitted to and received from the user equipment; a target SIR setting unit that sets a target SIR to be compared to a received SIR for performing transmission power control based on the received SIR of an uplink signal from the user equipment; a transmission power control signal generating unit that generates, based on the target SIR and the received SIR, a transmission power control signal to be set for controlling transmission power of the user equipment; and a transmitter that transmits the transmission power control signal to the user equipment. When determination is made that the radio communication is performed through the booster, the target SIR is set to be less than or equal to a predetermined upper limit value.

A radio channel setting control method for communications between a base-station apparatus and a mobile-station apparatus in a mobile communications system employing a CDMA scheme comprising the steps of: a) determining whether or not a spread code used for the communications can be allocated; b) determining whether or not a predetermined hardware device can be allocated; c) determining whether or not a radio resource can be allocated; d) setting the radio channel between the base-station apparatus and mobile-station apparatus when it is determined that the spread code, predetermined hardware device and radio resource can be allocated.

Communications system employing a scheme of radio channel setting control

Each communication is classified into any one of a plurality of communication types in advance. A plurality of threshold values used for determining whether or not the resources are to be allocated are set up in advance. The plurality of threshold values differ from each other according to the communication types and a predetermined number of divided traffic amount ranges such that a difference in ease of resource allocation between the communication types increases as a traffic value increases. When a communication connection request is made, the traffic of communication being executed is measured. A threshold value is selected according to the communication type of a communication associated with the connection request and the measured traffic. Whether or not resources maybe allocated to the communication associated with the connection request is determined based on the selected threshold value and the measured traffic.
