A relaying device for relaying data transferred from first storage unit to a second storage unit, is provided outside a range presumed to be affected by a disaster, when a disaster, such as an earthquake, has broken out in an installation site of a host of a normal system (host computer) and the first storage unit. The apparatus enables access authorization to be assigned solely to specific host devices. A control device comprises: an address registration unit, in which the host address of each host device has been registered for authorizing access, a command interpretation and execution unit which on receipt of a command from a host device via a host device interface outputs the host address of the host device based on the command, and an address verification unit for verifying the host address output from a command interpretation and execution unit against the host address registered in the address registration unit, as well as determining whether or not the particular host device has access authorization. The invention provides a server wherein a plurality of unit servers are arranged in parallel to each other to allow an increase in the number of clients and continuous data that can be transferred without interruption to clients using a comparatively small number of buffers. A video server includes unit servers including a file apparatus having video data stored discretely therein. When a preparation sign reporting section of a unit server reports a sign, a file read-out section of the unit server reads out the video data and stores them in a buffer, and in response to a sign of a distribution start sign reporting section, a distribution section starts distribution of the video data. A predetermined number of unit servers repeat reading out and distribution of discretely stored video data cyclically at timings set for them in this manner. Consequently, the buffers can be utilized effectively to effect distribution without interruption.
