Provided are a method and an apparatus for controlling a pitch of a wind turbine under an extreme turbulence wind condition. The method includes: obtaining a first pitch parameter for a current time; obtaining a historical second pitch parameter in a predetermined time period before the current time; determining an updated threshold based on the obtained historical second pitch parameter; comparing the first pitch parameter for the current time with the determined updated threshold; and updating the first pitch parameter for the current time based on a result of the comparison.

This invention provides a method for preparing a polycarbosilane by decomposition and rearrangement a cyclic silane compound or chain polysilane under the catalysis of a boron-containing catalyst in a trace amount (less than 1 wt %). In the method, poly(dimethylsilane) (denoted as PDMS) or a thermal decomposition product thereof, i.e., a liquid silane-carbosilane compound (denoted as LPS), is used as the raw material, less than 1 wt % of the boron-containing catalyst (with respect to the amount of the raw material) is added, and then the temperature is gradually increased to the reaction temperature under atmospheric pressure or high pressure to perform the thermal decomposition/rearrangement reaction so as to obtain solid polycarbosilane (PCS) with a higher ceramic yield. Disclosed herein are an ionic conductor including a proton conductor, a process for production thereof, and an electrochemical device (such as fuel cell) with said ionic conductor, said ionic conductor being superior in ionic conductivity, water resistance, and film forming properties. The ionic conductor is formed from a polymer in which carbon clusters having ion dissociating functional groups are bonded to each other through connecting groups. The polymer is less water-soluble and more chemically stable than a derivative composed solely of carbon clusters; therefore, it permits many ion dissociating functional group to be introduced thereinto. Moreover, if ion dissociating functional groups are introduced into also the connecting group, it is possible to prevent the concentration of ion dissociating functional groups from decreasing as the result of polymerization. The polymer can be easily synthesized by simple condensation, substitution, and hydrolysis. Therefore, the process is suitable for mass production in high yields.

The first address generator and the control unit receive data input, the control unit exports control signals to multiplier, accumulator, second address generator, and memory of table. The memory of the table also receives outputs from the first address generator and the second address generator to select the desired weights of the filter coefficients, which are sent to the multiplier to obtain a product with the data input. The product is sent to the accumulator to add into a corresponding sum, and the memory of result receives the corresponding sum and an address output of the second address generator to address the received corresponding sum, in which when all of the data input in the DWT/DWPT are completely inputted, each the corresponding sum is an end result of the DWT/DWPT.
