Fallback procedures for user equipments (UEs) are described that provide efficient fallback to a four-step random access procedure from a two-step random access procedure. For example, after transmitting a first message of a two-step random access procedure, a UE may start a fallback timer or counter and monitor for a second message of the two-step random access procedure for the duration of the fallback timer or counter. At the expiration of the fallback timer or counter, the UE may fall back to a four-step random access procedure. In some cases, the UE may transmit multiple repetitions of the first message and monitor for responses after transmitting the repetitions or after each repetition. Additionally, or alternatively, the base station may transmit an explicit signal to the UE that may signal to the UE to perform a fallback procedure at a beginning or middle of a random access procedure.

Methods, systems, and devices for wireless communications are described. A user equipment (UE) or multiple UEs may transmit a grant-free uplink transmission to a base station. The base station may monitor resources for the grant-free uplink transmission (e.g., from one or more UEs) and the base station may generate a group feedback message corresponding to whether the base station successfully received the uplink transmission(s). The group feedback message may contain feedback for multiple uplink transmissions from one or multiple UEs. The group feedback message may be transmitted to a UE over a downlink shared channel or a downlink control channel and the UE may receive the group feedback message and may determine whether to retransmit the uplink transmission based on the group feedback message.

Certain aspects of the present disclosure generally relate to wireless communications and, more particularly, to methods and apparatus for adjusting a number of encoded bits, M, in block puncturing and/or shortening calculations to improve encoding performance. An exemplary method that may be performed by a wireless device generally includes iteratively determining a parameter, M, for construction of a polar code of size N for use in encoding K information bits, based on: at least two parameters, α and β, related to how many iterations to use in determining M, and a number of encoded bits, M; performing information adjustment allocation of the K information bits to an upper part and a lower part of the polar code based on M; and transmitting the upper part and the lower part of the polar code via a wireless medium.

An exemplary method generally includes receiving an indication of a modulation and coding scheme (MCS) to use for transmitting information, wherein the indication of the MCS indicates an MCS index value corresponding to an entry in an MCS lookup table, determining, based on the MCS index value, a transport block size (TBS) to use for transmitting the information, wherein determining the TBS comprises receiving an explicit indication of the TBS to use for transmitting the information, and transmitting the information using the MCS and TBS.

Methods, systems, and devices for wireless communications are described that provide sequences of spreading codes and hopping patterns that may be used in non-orthogonal multiple access (NOMA) communications between a user equipment (UE) and a base station. A codebook of spreading codes and the associated hopping patterns may be systematically constructed by closed form formulas or look up table. The base station may receive multiple concurrent transmissions from multiple different UEs, and the sequences of spreading codes and hopping patterns, may be used to identify a particular UE of the multiple UEs.
