A method of decoding a coded video bitstream is provided. The method includes receiving the coded video bitstream, wherein the coded video bitstream contains a clean random access (CRA) picture and a first flag having a first value; setting a second value of a second flag equal to the first value of the first flag; emptying, by the video decoder, any previously-decoded pictures from a decoded picture buffer (DPB) based on the second flag having the second value; and decoding a current picture after the DPB has been emptied. A corresponding method of encoding is also provided.

Output of prior pictures for pictures starting a new coded video sequence in video coding

A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a flag and a picture including a sub-picture with a sub-picture boundary. The sub-picture is decoded. Filtering operations are performed across the sub-picture boundary when the flag is set to a first value. The filtering operations across the sub-picture boundary are omitted when the flag is set to a second value. The sub-picture is forwarded for display as part of a decoded video sequence.

A video processing method includes performing a conversion between a video that includes a picture with two neighboring subpictures and a bitstream of the video. The bitstream conforms to a format rule that specifies that the two neighboring subpictures with different types of network abstraction layer (NAL) units have syntax elements with a same first value that indicates whether each of the two neighboring subpictures in a coded layer video sequence is treated as a picture.

A mechanism for processing video data is disclosed. A description of Cross Random Access Point Referencing (CRR) samples is signaled in a visual media data file in International Organization for Standardization (ISO) base media file format (ISOBMFF). A method of decoding a coded video bitstream implemented by a video decoder is disclosed. The method includes determining that a coded video sequence (CVS) of the coded video bitstream includes a video coding layer (VCL) network abstraction layer (NAL) unit having a gradual decoding refresh (GDR) network abstraction layer (NAL) unit type (GDR_NUT), the VCL NAL unit having the GDR_NUT containing a GDR picture; initiating decoding of the CVS at the GDR picture; and generating an image according to the CVS as decoded. A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a current picture including a plurality of video coding layer (VCL) network abstraction layer (NAL) units that do not have a same NAL unit type. Active entries of reference picture lists are obtained for slices positioned in a sub-picture A (subpicA) in subsequent pictures following the current picture in decoding order. The active entries do not refer to any reference picture preceding the current picture in decoding order when the subpicA at the current picture is associated with an intra-random access point (IRAP) NAL unit type. The subsequent pictures are decoded based on the reference picture list active entries. The subsequent pictures are forwarded for display as part of a decoded video sequence.

Devices, systems and methods for specifying the syntax and semantics of the decoding parameter set (DPS) are described. One example method of video processing includes determining, for a conversion between a video and a bitstream of the video, that each output layer set (OLS) in a coded video sequence (CVS) in the bitstream conforms to at least one profile-tier-level (PTL) syntax structure included in a data structure associated with decoding parameter semantics in the bitstream, and performing, based on the determining, the conversion, wherein the PTL syntax structure indicates a profile, a tier, and a level of the bitstream.

In one example aspect, a method of video processing include performing a conversion between a video having one or more pictures in one or more video layers and a bitstream of a video. The bitstream further includes a first syntax element indicating whether an access unit includes a picture for each video layer making up the coded video sequence.
