A map server device () transmits mapping software to an in-vehicle device () mounted on a measurement vehicle. The in-vehicle device receives the mapping software, acquires measurement data obtained by the measurement vehicle, generates map data by executing the mapping software by using the acquired measurement data as an input, and transmits the generated map data to the map server device. Then, the map server device receives the map data.

A cooperating vehicle () is a transporting vehicle which includes sensors for road measurement. An in-vehicle apparatus () mounted on the cooperating vehicle acquires measured data obtained by the cooperating vehicle, generates point cloud data on the basis of the measured data, and transmits the point cloud data to a map server apparatus (). The map server apparatus receives the point cloud data from the in-vehicle apparatus, and generates map data on the basis of the point cloud data.
