The present invention provides: a vinyl chloride-based resin emulsion of a polymerization product composed of (A) a polycarbonate urethane oligomer having a number average molecular weight of 5,000 to 50,000 and (B) a monomer composition containing a vinyl chloride monomer, wherein the polycarbonate urethane oligomer (A) having a number average molecular weight of 5,000 to 50,000 is contained in an amount of 40 to 500 parts by mass relative to 100 parts by mass of the monomer composition (B) containing a vinyl chloride monomer; and a method for producing the vinyl chloride-based resin emulsion. The vinyl chloride-based resin emulsion according to the present invention can exhibit excellent water resistance, moisture resistance, high gloss, alcohol resistance, close adhesiveness and film formability at ambient temperature when used in a water-based ink, and can exhibit excellent color developability, water resistance, moisture resistance, color visibility, high gloss and close adhesiveness when used in recording paper, and therefore can be used effectively in a binder for an ink, a coating material and an inorganic substance dispersion, an absorption layer in recording paper, a fiber treating agent, wallpaper in medical facilities and the like.

The present invention provides a binder that is for inorganic fibers and that is characterized by containing (A) 100 parts by mass of a polyvinyl alcohol resin having a degree of polymerization of 100-3500, (B) 1-50 parts by mass of colloidal silica having an average particle size of 100 nm or less, and (C) 3 parts by mass or more of an ammonia-modified copolymer containing maleic anhydride. By using the binder for inorganic fibers according to the present invention, an inorganic fiber mat having resiliency comparable to that of phenolic resins can be fabricated, and the amount of volatile organic compounds released from the inorganic fiber mat is very small.

Provided is a surface treatment agent which does not use fluorine-containing monomers, particularly fluoroalkyl group-containing monomers. Additionally, provided is a copolymer which includes a first polymer formed from first monomers, and a second polymer formed from second monomers. The copolymer does not include fluorine. The second polymer is polymerized in the presence of the first polymer. The first monomers include a long-chain acrylate ester monomer (a) represented by the formula CH=CA-C(&#x2550;O)&#x2014;O-A(in the formula, Arepresents hydrogen, a monovalent organic group, or a halogen, and Arepresents a Cstraight-chain or branched hydrocarbon group). Provided is a water and oil repellent composition that provides water and oil repellency that is excellent for base materials such as textile products, and is excellent for preventing adhesion of polymers on rolls during processing. The present invention involves a method for manufacturing a fluorine-containing polymer comprising a first polymer formed from a first monomer, and a second polymer formed from a second monomer. The manufacturing method includes: (I) a step for obtaining the first polymer by polymerizing the first monomer; and (II) a step for obtaining the second polymer by preparing and polymerizing the second monomer in the presence of the first polymer. The first monomer and/or the second monomer includes a fluorine-containing monomer (a), and both the first monomer and the second monomer include a halogenated olefin (b).

A vinyl chloride-based resin emulsion obtained by using a vinyl chloride-based polymer emulsion, which is obtained by subjecting a vinyl chloride monomer (B) or a monomer mixture comprising a vinyl chloride monomer (B) and an ethylenically unsaturated group-containing monomer (C) to emulsion polymerization in the presence of (A) a styrene-acrylic acid ester oligomer and/or an acrylic acid ester oligomer, as a seed (D), and subjecting a vinyl chloride monomer (E) or a monomer mixture comprising a vinyl chloride monomer (E) and an ethylenically unsaturated group-containing monomer (F) to emulsion polymerization using the seed (D). This vinyl chloride-based resin emulsion exhibits excellent water resistance, moisture resistance, high gloss and alcohol resistance if used in a water-based ink and exhibits excellent color development properties, water resistance, moisture resistance, color visibility, high gloss and release properties if used in a recording paper.

A vinyl chloride resin emulsion is obtained from emulsion polymerization of (A) 40-500 parts by weight of a styrene-acrylic acid ester oligomer and/or acrylic acid ester oligomer having a number average molecular weight of 5,000-50,000 with 100 parts by weight of a monomeric composition comprising (B) a vinyl chloride monomer or (B) a vinyl chloride monomer and (C) an ethylenically unsaturated monomer copolymerizable therewith.
