Some embodiments of the invention provide a method for mitigating inter-region interference for multiple regions serviced by multiple RAN (Radio Access Network) base stations. The method is performed for each region serviced by each particular RAN base station. The method identifies a set of one or more sub-regions receiving interfering signals from other RAN base stations. The method specifies, for each particular sub-region in the identified set of sub-regions that receives interfering signals from the particular RAN base station and another RAN base station, (1) an allow policy that identifies an allowed first set of carrier resources of the particular RAN base station that are to be allocated to a set of one or more user equipments operating in the particular sub-region, and (2) a block policy that identifies a blocked second set of carrier resource of the other RAN base station that correspond to the first set of resources and that cannot be allocated to the set of user equipments operating in the particular sub-region. The method distributes the specified allow and block policies to the RAN base stations.

From the set of reference beams, based on the reference beam with largest magnitude of inner product, the direction of the user equipment is determined. Dynamic control of the length of time that an RRC connection exists is implemented based on the known and anticipated data needs of the UE. More specifically, the lifetime of the RRC connection may be a) initially set, b) extended, or c) shortened, even to the point of substantially immediately releasing it, based on the expected data transmission needs of the UE. This dynamic control is implemented by elements of the core network which are aware of the known and anticipated data needs of the UE. A method and an apparatus for maintaining a quality of service (QoS) for a multi-media packet data service in a transport network is provided. The method comprises determining a first packet loss indication for a first flow of QoS traffic packets. The method further comprises determining a second packet loss indication for a second flow of QoS traffic packets, wherein the determination of the first packet loss indication for the first flow of QoS traffic packets is independent from the determination of the second packet loss indication for the second flow of QoS traffic packets. The method further comprises determining whether to drop the first flow of QoS traffic packets based on the first packet loss indication or to drop the second flow of QoS traffic packets based on the second packet loss indication. By using per-flow independent packet loss statistics to determine whether that flow should be dropped and gradually dropping such QoS flows having the most impact on a desired QoS performance, a reduced number of QoS flows may be dropped to recover a data transport network from congestion.

For applications with very small data activities, connection of a UE to a wireless network for sending or receiving such small data traffic increments via conventional connection set-up processes is quite inefficient in terms of spectral resource utilization. The invention provides a new connectionless methodology for transmission of such small data increments between a UE and a serving eNB. In particular, the invention methodology contemplates identifying a set of preamble sequences among the pool of preamble sequences provided for access requests from a UE to an eNB via the Random Access Channel as corresponding to a request from the UE for access to transmit an increment of data smaller than a predetermined threshold data size. When a UE has data traffic to transmit of a size smaller than the predetermined threshold size, it selects one of the preamble sequences in the identified set and sends an access request, using the selected preamble sequence, to a serving eNB via the Random Access Channel. Upon receipt of the access request from the UE, the eNB determines an appropriate RF resource for the data increment sought to be transmitted by the UE, based on the use of the selected preamble sequence sent by the UE, and schedules an uplink connection for the transmission of that data increment by the UE.
